Hi,
What do you think about TL regulating that whispers during TL games should be:
- relevant to chess
- and in English?
(Of course I know that TL can probably do little about whispers from non-members, but can do a lot about whispers from its members.)

I think that's a good idea. The second is already FICS policy, there are special channels for local lingo.
Another thing I don't like so much is when TL games are observed by mystical guests. Could a player possibly sign in as a guest to observe himself?

It is possible. I am not sure if FICS checks for multiple login from the same IP address for Guests. I think they only do for registered members. For example, if two individuals from the same household login with different handles at the same time, it will raise a flag.
But anyway, the only reason I see to observe one's own game is to read the variations posted and cheat. If that is the intention he might as well just use outside assistance.
